Badge???

I found this at a 1800's home site. as you can see it has a date of 1941 on the top, 1785 in the middle and Frederick county on the bottom. It was found here in Frederick county, have no clue what it was for? Any thoughts??

yep that what it is thanks guys for the response it threw me off because 1785 was the year frederick was founded
