seriously there are allot of litterbugs around here in pa.
especially here in the coal fields, because there are hundreds of coal pits to use.
But at least it's out of Site !

however I have never seen Trash in Large Numbers like in California

Talk about Shameful !

That’s what the homeless camps look like around the convention center in Denver and other places in that town. Lots have a couch or some worn out furniture that’s on there spot. I’ve also seen a lot of that in couple places in Montana.
I wouldn’t mind trying in a warm sunshine state but I’m getting out of the cold to try...

A lot of that is from the migrants that work in the fields instead of paying to dump trash they will dump it instead on backroads or even in canals or rivers.
 

They have a "Adopt a Highway" Program here

Hunting Clubs, Detector Clubs , Off Road Vehicle Clubs, possibly churches Etc will Adopt a Highway
and Spend Time collecting Trash occasionally and the State will Pick it up the bags along the highways
and haul it away.

I see folks picking up trash or the pumpkin bags to be picked up often, sometimes the picker uppers are dressed in bright orange.
