Bank Identification Question

HI Everyone, I have just found a "rare" star note! I am putting it up for auction on ebay, but am wondering which bank I should use as the issuing bank as I have found a discrepancy in a prior listing and the look up guide. The notes are from the same run.

The lookup guide (mycurrencycollection.com) shows the issuing bank was Washington DC. The previous ebay listing shows Richmond VA. Since they are geographically close in proximity, are they the same? Which one should I use?

Post a close up, in focus, pic of the note and we may be able to assist you.
BTW Washington DC does not have a Federal Reserve Note issuing bank.

Are star notes that special? I save some but accidentally spend most. I have one in my wallet right now lol. I assumed they wouldn't sell for much.
