Baseball field next to 1800'S fairgrounds..

Hey Diggers,
I hit up the baseball field next to the 1800 fair grounds again.
Pulled a few clad quarters and zinks. No nickels bummed.
But I did find this..
I thought it was a crotal bell when it was in the hole. I got all excited. But Alas it is not.
Maybe a bike bell?? The heart is what confuses me.
Also there is a hanging Chad LOL in the hole on the back.

Any thoughts?
