I can see it says patented on the bottom, what are the numbers below the word?

Here is a guess based on the shape and material.

Part of a gimballed hanging system for a stove for use aboard a boat. Yours is "keyed" so the pivot can only drop in from one position and better holds it in place in use. I see "PATENTED" in the base. If you can read a patent date that might help. Below is a modern version.

It is a device used in attaching a hanging lamp to the ceiling. I've put a bunch of those up over the years.

I think Charlies idea is on track. An old sea swing galley stove part, maybe.

disertexplorer has definitely got it right. It IS a Swivel Swag Hook. Good info desertexplorer.

I believe the numbers on the bottom are, 12306. It kind of looks like there is a "-" between the 2 and 3. Hard to tell.
