Beach mining in Washington

I tried to decipher the new regulations that came out in June, but I can't figure out if you need permits now to beach mine with an enclosed, recirculating type of process, like a sluice or gold cube.
Since you're not discharging anything onto the ground or into the water, are you ok to sluice if everything is contained?
I'm wondering how this affects areas like Cape Disappointment?
We haven't gotten up there to try our hand at beach mining, and I'm hoping we didn't miss our opportunity to do so.
