What is the best beach machine that won’t kill the wallet? It needs to be able detect on wet sand and possibly in water.

If you have saltwater in mind, than a high class multi frequency VLF such a Nox or similar if you intend to be picky, a chip PI with small coil to avoid deep hits if you intend to dig it all.
