I believe the red book they're referring to is the current coin book with price, condition, errors, etc all included.

IF PRICE IS NOT AN OBJECT - SOME OF THE BEST BUTTON BOOKS ARE THOSE BY DON TROIANI (HE'S FROM CT.AND DOES BOOKS ON COLONIAL AND OLD MILITARY BUTTONS)
 

One good source of keeping updated on coins would be "Coins" magazine. They use to include the # of each coin minted, but for some reason stopped, I saved a copy from 2015 for that reason. Really a good mag. to have, buttons? Casper-2 pointed one out, which I myself will check.
 

One of my favorite button books is Record of American Uniform and Historical Buttons by Alphaeus H. Albert
