I would put it up as is.But if there was no intrest then I would polish and try again.But I do not except you to have any problem selling that at all.
 

Couldn't help myself, had to have it. is it worth shining up or do I throw it on the junk pile?
No markings except for 403 1/2 on the bottom.

Don't polish and don't junk. It's an Aesthetic period piece and if you search for aesthetic silver plate you'll find similar items on ebay. List as such put it up on a high starting bid and you should get it sold when the right buyer does along . Looks like if you wait you could get about 50 - 75 for it, unless it's something special and it could go much higher.

Btw I see nothing ugly about that. It's a very nice, unique looking antique that's well ov er 100 years old and would be at home on any victorian sideboard.
