Black powder flask

I was searching around on of the old foundations on my in laws property today. Found lots of odds and ends, buckles, clock parts, lock plates etc and then came upon this:

I am thinking it is a black powder flask. Can anyone confirm this? The house dates back to about 1820. The design consists of a tree, bridge, bullrushes and birds in flight and on the ground

yep that's what it looks to me like. Especially the holes at the norrow end is where the measuring/despensing mechanism was attached
