It all started back in 1996 when a company named Intersal, Inc., established a few years earlier to “increase knowledge and awareness of America’s rich maritime heritage by researching, locating and excavating valuable historic shipwrecks”, found the remains of Blackbeard’s ship off the North Carolina coast. In July 2015 Intersal brought an $8 million lawsuit against the Department for contract violation. The state responded in August of last year by passing House Bill 84, known as “Blackbeard’s Law” https://hughstephensblog.net/2016/04/28/blackbeard-and-the-modern-day-pirates/
