What you have is a unstruck cent planchet Type II.
Following the annealing and cleaning process the planchets are sent to the upsetting mill, where they are rotated through a narrowing channel between a fixed "fence" and revolving drum. The edge of this channel force the edge of the planchet back on both sides, creating a low ridge in the area where the struck coin will have a rum on both sides, so that there will be enough metal at the edge to form the design rim. The planchet has not become a type II.
