I don't think it's fishing related. Not sure what it is. Looks like a pipe preform??? Can you show us the hole end closer up? Also can you put in a ruler or something for scale?

there are remnants of old fishing weirs in different areas along the passaic river ..so i would say yes
 

Looks like a white man's knife/sickle sharpener from the 1900s. Gimme a break here guys, these things are not rare, they were sharpening stones with a wood handle. That one is worn way down but that is what it is. Google "sickle sharpener with wood handle", go to images, and you will see a bunch of them. I can't believe people think these are NA but I see them often being touted as such. Heck, I mean I am 72 but used one of these handled sickle sharpeners when I was a boy.

thanks for the id i had never seen one before. i thought because of the shape it might have been an indian artifact
