BONE at Pacific Ocean small flipper / fin?

Hi, found this neat bone on a pacific ocean beach in WA state. not real big as you can see.

Hope it is ok to post here-a longshot someone with ocean creatures anatomy??
My guess is a seal flipper joint?

perhaps fossil
