Bone tool?

Found this in the river today, it is definitely bone but the narrow end has several nicks in it like it has been worked. Any ideas?

I can't tell for sure but that may be rodent gnawing on the narrow end.

It appears to be a hide flesher, for scraping hides, I’m guessing ..
