Maybe, but they tore up a lot of that same area to spruce up the place right before the 1984 World's Fair. I was down there yesterday

They have been spreading a lot of dirt brought in from some where, around the stadium in City Park. Scouting a couple weeks ago I seen from the car, what appeared to be an area 80x100 yards tilled. I stopped to look closer and it was 3-5 inches of dirt fill spread . Kinda cleaned, kinda not. Looked old. Next day I pulled 4 silver 6 wheaties and just a few clad in under 2 hours. Leaving I seen a few large areas of fill.

Anywhere in the quarter where you see those red "brick" sidewalks shown in the photo was part of the spruce up.
