BPOE Elks Medallion?

Found in a old neighborhood in Oak Creek Colorado with a metal detector. Item looks real old and has The Whitehead & Hoag Company Newark NJ on the back of it. Item has BPOE on the front. I think its a old Elk Lodge convention badge. I'm looking to find what year it's from?
