Just a guess but with that bevel on the inner hole I would guess some sort of saw blade. But, with your dates and it being brass, I'm sure I'm wrong.

Looks like a gear to an old clock or something to me.

Thanks for the ideas! Some interesting ones for sure. I would have assumed it was for cutting something or working leather, but would think that'd be better done with a harder metal. It could be a gear of some sort. The adding machine idea is intriguing (thanks for counting the teeth, Tedyoh!) though it looks a little primitive for that and has no numbers on it.
