Brass Fish Boat Cleat?

I found this piece in Lake Charles Louisiana on the lake when the tide was out. I am thinking it is a brass boat cleat that was broken but was wanting to get other opinions on age or to ask if anyone else has seen one like it. Thanks for any help.

Yeah, it looks like the base for a cleat on a small boat. Something like this one.

Note to self: don't use boat cleat as an anvil.
