Found this oddity on the New Jersey shore. Not worth anything, but interesting nevertheless. I just wonder if anyone here has seen one before and why did they make them? If they are similar to the early badges I have found, its membership which gives access to privileged areas of the track, thats why its numbered. (Member number 7)
 
PS. Just had a closer look & I think I'm wrong with my guess.
 
I think it might be a lucky charm- race number 7-date: July 7,1977 (7/7/77)-number7 horse, etc.
