Brass Plate with a Handle from a late 18th Century Site

This one is a bit of a head scratcher. I found this yesterday at a homesite that produced late 18th century relics and coins up through about 1830. This particular piece was in a spot with a ton of tombac buttons which would suggest late 18th century, but the construction looks more 1810-1830. I have no idea what it is though:

The plate is brass and the holes are just irregular enough that I'm positive that they were hand drilled. The handle is iron and then there's a brass knob on the end. The number and size of the holes make me think that it was sewn into something, but I can't think of what. No marking whatsoever on the top or bottom. Anyone have an idea on what this is?
 

That's right out of the machine shop. Indexing plate for milling, etc. Gary
