Brooch or Badge?

Found in a friends garden early this year, they have lived there since 1960 and they did not know of it, so l guess it has some age to it. there are no makers marks at all and it would have been gold plated but that is worn. Thanks for looking .John.

yup Soviet uniform pin, I'm thinking from a hat, but maybe a collar device.
