I have no idea why people publicize finds like this.

The simple fact that a group of builders discovered the hoard. Too many knew about the discovery so it was impossible to KEEP it a secret. People blab amigos.
The last 2 cases of people in France who found a treasure trove and tried to keep it secret ended up in grief. If you find it yourself you can control who knows about the treasure? The more people who know, the more some one will blab.....
How many people have said to one time or another to "Don't tell anyone but......
People are crap about keeping anything secret....
Since there was group of 3 builders that found it no doubt pictures of the hoard was posted on tick toc and snap chat even before the owns even knew of the discovery.
So you can say it was a uncontrolled discovery.....
However there was fair outcome. The fruit of the sale, estimated between 250,000 and 300,000 euros, will be divided in two, half for the three craftsmen who discovered the treasure, half for the owners, according to the law in force until July 2016.
So amigos the finders was amply rewarded for honesty.
