Bullet - .45 ACP?

Surface find on a riverfront area that had World War II activity. Appears to be a fired .45 ACP bullet, although my calipers give a diameter of about .43 (it's not quite round, presumably from being fired).

Any significance of the double neck grooves? Does that narrow down the year or manufacturer?

Double grooves are sometimes used on military ammo so the crimp of the casing holds tight during rough handling keeping the bullet in place.
