definitely a pinfire cartridge see http://en.wikipedia.org/wiki/Pinfire for more information on pinfire cartridge system.

also see "what is this" posted Nov. 13, 2005 in the identity section of the forum where a 12 ga. shotgun shell pinfire base was listed for identification.
