We relic diggers call that type of button simply a flat button. because it has no emblem or design on its front. Flat buttons which have lettering impressed into the button's back begin in approximately the 1790s and were popular into the early 1830s. They lost popularity in the 1840s, when improvements in button making machinery greatly lowered the price of fancy "ornate" buttons (which had an emblem or beautiful design on the front).

During that era, in Britain (and in Britain's colonies, such as America), the word Warranted meant "guaranteed."
The words Gold Surface and Warranted Fine tell the button's "quality" ranking. Here are some examples in the British button quality rankings (from lowest quality to highest quality):
Fine Quality
Extra Quality
Superior Quality
Superfine Quality.

So, because your button's back marking (called a backmark) has the British phrase Warranted Fine, your "flat button" most probably was manufactured in Britain, and was made there sometime between 1800 and 1840.
