Button!?

Hi all.
I need help to identify this target.
At first look seems a button, probably 16th c. The front part seems like a flower edge (this makes me thinks is a button) but the shank does not convince me.
Unfortunately the shank is broken and I can not recognize the style.
A brooch? But the diameter is big for a brooch.
I hope for your help. Thank's.

Looks like a home made leather mount, the fixing being bent over throw the hole in the leather to secure it.
