I would guess a farrier tool for horseshoes. At 9-10 inches it seems that is was made to exert some leverage. How thick is it? 1/4 to 3/8 inch?
 

Pretty thick...between 3/8" and 1/2". Definatley looks blacksmith or "homemade"
 

Is it flat or slightly curved? It reminds me of a nail puller.
