My dad found this in his closet and has no idea where he got it from, looks like a 1970s novelty item. but ive been wrong before.

Your guess is correct, that's a 1970s-1990s era "solid-cast" imitation of a civil war era Oval US belt-buckle. Can't call it a Reproduction of the original version because none of the civil war era Oval US buckles had that (very modernday) type of belt-attachment on the back.
