Can anyone ID this fossil with just one photo?

Sorry about only posting one photo, I took several photos with my phone but they were all well out of focus except for this single photo. I may not be able to post more for a few days since the fossil is about an hour away at the moment so I'm hoping someone can nail it with the solo photo. Thanks in advance!

That is a fossilized eyebrow off of a neanderthal

Looks like a type of horn coral...quite eroded. What state and in what context was it found...ie; in rock matrix, on river or creek bed etc. Would be useful to get into the books on the local geology for the area in question so you might know what to expect to find.
