Candle snuffer with blocker?

Found this metal detecting in the site of an early 1920s us army air field practice training area base. And part of a base too. Is it a military base item or civillian? The metal flat thing slides move. It does not stick to the magnet is it brass? Is it broken? Can anyone pull up a similar photo to this one? It was 9 inches deep. What is this? What the age on this item?

Well, the first thing I think of is one of the flint-type lighters for an acetylene torch.
