cap or top unsure

found today in creek where there was a small skirmish and theCW troops crossed at same location. I have also found minie balls, and other CW relics but this has me stump. At first thought it was a old household fuse but its not. The center is filled with what appears to be wood or paper really usure. But any help would be appreciated.. appears to be brass

probably not .. upon closer examination it looks too big for that.
