What do you think this is or was used for? And how was it mounted?
The back has a raised piece that would not allow it to lay flat against a surface.

My guess is that 'raised part' is a gusset or stiffener to add strength to the
opposite side & the design is there just to make it slip-proof. Looks like some
sort of step but I'm wondering if those mounting holes would take a fastener
large enough to hold a person's weight.

Could it be some kind of pedal?
