Cast plate Tibetan ? Marking helping

Picked up a heavy cast plate that i can not figure out. Weighs 5 1/2 pounds is 10 3/4” diameter. Looks to me as maybe Tibetan. Anybody decipher the marking? Thanks again for any help. Back side has no markings and is black painted. Happy hunting.
