Choclate dipped arrowhead

It's like the tip is dipped in chocolate. Anyone know what that is? Unfortunately , it had snapped the bottom off.

NW Georgia...that's Ft. Payne flint country. Floyd Co. is ground zero for Ft. Payne. That's what it looks like to me anyway. I'd love to go there and quarry some day.
