Wow, so long with no reply. If you still haven't found anything heres what I know. The cross cannon ensignia was used by the north and the south during the Civil War, it's one of the marks for "artillery". The number 16 would mean the 16TH Artillery Regiment. I tried to look up 16th Artillery but it appears a lot of states had them. Often soldiers have there own medals and such made so they vary. Here is a site with an example.

Looks like a post-1900 U.S. Army artillery collar disk. Is there a screw-post on the back?
 

Pepperpump, Your find is a WW1 collar brass, for 16th artillery. Hope this helps you out. trk5capt...
