Clamp? Whats the age on this clamp looking thing.

Found this metal detecting in the site of army air field base. Practice training base. And part of a main base too. Is it military or civillian? It was 6 inches deep next to a broken wood timber. It does not stick to a magnet. In guessing brass whats do u think brass? Whats the age on this clamp looking thing. Can anyone pull up similar photos to this one? Pretty sure it is a ground clamp or grounding clamp. This should help in researching it.
