Unfortunately in today's society a bullet casing in a school yard isn't unusual.

Im just throwing this out there but the bullet casing could be from a starter pistol. For track meets and events like that. I would hope!!

The medallion is actually a dog tag with the dog's name Bobby Jack stamped on it.
