Found this in a coinstar reject bin today. Can anyone tell me what it is (Russian ?) and if it is silver.

PS: If coin dated after Feb. 2009, the composition went to nickel-clad iron.
You can tell the difference: nickel-clad weighs 3.0 grams; if your coin weighs more, it's cupronickel.
