Can't help out but I could be convinced, based on the pictures in your link, that it could be a bullet mold handle. Cool find nonetheless.

Some type of pliers??? I've been focused a bit on the grooved area which I think was to accommodate a cutter perhaps which was on the opposite piece? (being a secondary purpose to the tool). I don't know anything about sprue cutters, so I'm not sure if it would work for that purpose?
