I don't see any indication that it is silver.
IMO, it could have been issued anytime during the last 117 years.
Guessing it's a modern souvenir of little value.

the English are listing them on ebay for between 6 and 20 US dollars but looks like no buyers. Made of white metal and not silver, looks like many variations made as you can see by the link example. Yours no doubt is period (1897)with no real reason to copy it. Just a souvenir piece but a nice one nonetheless.
