Concho, Brooch, or ??

This kind of looks like a concho to me, but would like some opinions. It is copper and the back is iron like. By the design what time period do you think. 18th or 19th C?

The size and design remind me of a Bridle Rosette, but that iron like back is throwing me off.

I like you idea of bridal rosette. After the civilwar the military were using us rosettes with iron backs. I have found them.
