Cool find today but not sure what it is. Thoughts?

Found this today. The black is heavy rubber tubing with a metal rod running down the middle. The wire appears to be a grounding wire or something. Anyone have an idea?

looks like a solenoid of some type.

It's a primary bushing dust cap for underground electrical distribution equipment. Looks like some arcing took place wherever it was installed. The tinned copper is a bleed wire that is hooked to the equipments ground bus.
