kinda small for a napkin ring though at 1" diameter.

With the rings,I don't think it is any kind of pipe 'sweat'fitting(solder).I think that centralvic is closer to the answer.

Scarf Ring? Years ago a scarf worn around the neck almost always had a ring to keep it together.
