Copper over brass coin?

Not sure this is a coin. It is very thin (now). Probably was about the thickness of a dime originally. It is slightly smaller than a nickle.
It appears to be brass, but I can see with a magnifying glass that there are still bits of copper still attached on it. Ideas?
