copper thingy - need help with ID

I found this in a local park this week. It appears to be copper. At first I thought the material in the end was just dirt, but it appears to be an old leather plug.

Does anyone have any ideas on what this might be?

what are the dimensions?

It is 3 3/4 inches in length.
The top end in 1 1/4 inch (One side)
The lower end is 7/8 inch (One side)

maybe an old oil can spout.

It sure does look like a spout for something. Powder flask maybe?
