The only thing to really go by is the harp like object that I’m connecting to the picture in Red Book. The back can still be cleaned up more I believe. The toothpick thing is not cutting through the back crud but i know there is detail underneath.
What’s another way to get this crud off, without destroying it?
There is an evident 17 in lower left below the harp and that is not shown red book picture, so who knows??

Ya darn! Your right. Just that I’ve found 2 NJ state coppers there in past month and thought I may have hit jackpot.
Anyways, Thanks for quick response. This website never ceases to amaze me with the knowledge.

Nice find. I just found a Hibernia the other day. I use Coin Care now on all dug copper coins. It conserves coins and with a q-tip cleans them up with out damaging them. This is one that I just found the other day that I used coin care on. kn7.webpkn8.webp
