I really don't know the right questions to ask about this thing, so I'll just say any info or ideas you can give would be appreciated.

It's the diameter of a large cent, though I cannot find any detail left of the coin. Note that KIMMEL is stamped on both sides with a different stamp?

Husband E. Kimmel was born in Henderson, Kentucky, on February 26, 1882, and graduated from the U.S. Naval Academy in 1904. His father, Major Manning Marius Kimmel (1832-1916), served in the Confederate States Army during the American Civil War. Husband was married to Dorothy Kinkaid, sister of Thomas C.
