Couple badges, WW1 buttons, and help needed on a button

Went to a house built in 1835. Uncovered a ROTC badge/wings, not really sure what type of ROTC badge. Any info will be appreciated on that item. Dug two WW1 buttons in an area no bigger than 8'x8' and also found a nice button that I would love some info on. It is a silver gilt button with 13 stars circling the bust. It seems to be quite old and probably mid 1800s but not sure. The back is iron and crumbled as soon as I put it under water. As you can see in the photos I did manage to re-attach the shank with a small dab of some industrial adhesive. Its not pretty but at least is intact now. The shank is part of the iron back of the button. Can anyone tell me the age of the button and whether it is civilian or military? The bust may possibly be capped but it is hard to tell. Seems to be really nice for a civilian type button.
