Decorative silver piece

Found at an 1880's house, this item appears to be silver. It is almost 3 inches long and has an amythest stone set in the end. It has been broken at the bottom. My first thought was letter opener handle?? Any ideas?

My guess is that it's the handle of a wax seal. The seal part looks broken off. If you go to ebay & search "antique wax seal" you will find lots of examples. Good find!
